Conducive Ecosystem for the Public Sector (EKSA)
EKSA, introduced in January 2014, is a rebranding of the 5S Practices in the Public Sector and is one of the initiatives aimed at improving the quality of government service delivery. This rebranding initiative is appropriate and in line with current changes and demands, which constantly emphasize the need to enhance organizational performance and competitiveness. At the same time, it aims to further promote a culture of creativity and innovation within public sector departments and agencies.

Implementation of EKSA at the Faculty of Science, UPM
The Faculty of Science began implementing Environmental Quality practices in 2009, starting with the 5S Practices. It was among the earliest Responsibility Centres (PTJ) at Universiti Putra Malaysia (UPM) to receive the 5S Environmental Quality System (QE/5S) Certification from the Malaysia Productivity Corporation (MPC) in 2013.
Since obtaining the certification, the Faculty of Science has served as a reference point for other PTJs newly implementing the Environmental Quality System. The 5S Practices also became a key component of UPM’s Quality Management System at that time.
However, beginning in 2020, the University Management approved the rebranding of 5S Practices to the Public Sector Conducive Ecosystem (EKSA), in line with national policies and new approaches. The Faculty of Science was not exempted from this transition, and the implementation was carried out in stages starting that year. By 2022, EKSA had been fully implemented across the Faculty of Science.
To ensure the sustainability and effectiveness of EKSA implementation, the EKSA Committee of the Faculty of Science plays a vital role in planning and coordinating various EKSA-related activities at the PTJ level. These activities not only foster teamwork and collaboration among faculty members, but also contribute to the EKSA Star Rating Assessment at the university level.
